The economic environment has shifted dramatically yet again and HR practitioners are being asked how workforce costs can be cut, without impacting organizational effectiveness now and into the future.  There have been massive downsizings in response to falling revenues, but is that the best answer?  Research on the 2000-2002 downturn suggests it is most often not.  By modifying how the organization utilizes its workforce and how performance is defined, measured and rewarded HR strategists can help the organization keep the talent it will need in the future while controlling the short and long-term costs of doing so.  No one strategy can fit all organizations, and HR professionals should evaluate what will work in their context.  Alternative strategies will be explored and their potential for dealing with the current challenges explored.
